Primus is the ruler of all the planes of Nirvana.
Primus, and Primus alone,
sets the order,
writes the laws,
and establishes the rules and regulations.
All others carry out the plans and obey the rules of Primus.
Failure to meet this powerful creature's standards means a return to the energy pool at best  as a monodrone. <typo?>

Primus is a huge being who rises from the energy pool in the central part of his great tower at the center of the plane,
although the Prime One can appear as a normal human.
In giant-form,
Primus' hands are unseen, the right swathed in rainbow-bright lights,
the left clouded in inky darkness.
Those creatures struck by the light-hand <color> must save vs. spells or be teleported to Arcadia;
those struck by the left must save or be sent to Acheron.

Primus casts spells as a 30th-level cleric and a 25th-level M-U.
Primus may communicate immediately with any of the creatures of Nirvana;
this allows Primus almost total knowledge of the plane.
 

The Realm of Primus (Nirvana.Primus): Primus is the most powerful of the Modrons, and it is his realm
that most (but not all) of the silver pools and conduits of the Astral
open in the plane of Nirvana. The modrons themselves are a
totally alien, regimented race. The lesser members look like
insectoid regular solids, while the more powerful rulers, the hierarch
modrons, gow progressively more humanoid until Primus
himself, bathed in all of energy, surpasses that human
form. While all modrons are apparently vassals of Primus, the
base modrons (lesser castes) can be found throughout the
realms of Nirvana acting as servants for other realms. Full details
on Primus and the modrons can be found in the modron entry in
MM2.

Though Primus's reach (in theory) spans the infinite range of
Nirvana, there are other powerful gods and pantheons that make
Nirvana their home. These Powers' Prime Material incarnations
are described in the Deities & Demigods book. Their powers <>
are those of Greater Gods, Lesser Gods, and Demi-Gods

In my campaign, I've always gone with the assumption that any unique monster from one of the 1e hardbacks that's tagged with the label Archdevil or Demon Prince is a lesser deity, as are the Princes of Elemental Evil, The Cat Lord, Anthraxus, and Primus.

Based on our world's actual mythology, such evil entities can be a lot more than lesser deities.
Using the criteria mentioned, some are greater ones on a par with the benign deities.
