Mulgor is Waterdeep?s collector-of-fees, a
stolid, polite, no-nonsense man who is
escorted by the Watch while on his moneycollecting
rounds. PCs who duck paying
fees will get to know Mulgor very well. He is
diligent, inexorable, and never forgets a
face, a name, or an unpaid fee. Those who
slip out of the City without paying and
return years later will be confronted by a
patient, courteous Mulgor. Mulgor also
serves as clergy of Tyr in officiating at ceremonies
for the paladins and other followers
of Tyr in the City, which are held at the Palace
for the convenience of Piergeiron.
Mulgor lives in apartments in the Palace.
