Effect: When a fear spell is CAST,
the MU sends forth an invisible ray which causes creatures within its AREA of effect to TURN away from the spell caster and FLEE in panic.

Affected creatures are likely to DROP whatever they are holding when struck by the spell;
the base chance of this is 60% at 1st level (or at 1 HD),
and each level (or HD) above this reduces the probability by 5%,
    i.e. at 10th level there is only a 15% chance, and
    at 13th level 0% chance.

Creatures affected by fear FLEE at their fastest rate for the # of melee rounds =equal= to the level of xperience of the spell caster.
The panic takes effect on the melee round following the spell casting,
but dropping of items in hand will take place immed..
Of course, creatures which make their saves vs. the Spell are not affected.

WSG: Creatures with higher than animal intelligence that are affected
by this spell will not run into the side of a cliff, over a cliff,
into a fire, etc., in the process of fleeing away from the caster. If
they encounter such an obstacle, they will alter their path and
proceed along the edge or perimeter of the obstacle, still attempting
to put as much distance as possible between themselves and
the caster.

Q: Will a creature under a fear effect
return attacks made upon it?
A: A creature affected by fear ignores any
attacks made upon it unless it is cornered
and cannot flee. The creature fights at no
penalty, although it might still drop items
it carries (see the PHB, page 76). If the
creature is in flight, attacks upon it are
made against its rear armor class (no
dexterity or shield bonuses).
