<How many psionic points do I have?>

<A> <Determine Base Score> The psionically endowed character rolls percentile dice <1-100>,
<B> adding 1 point to the total for each unmodified1 point of intelligence, wisdom and charisma score above 12.
<C1> In addition, if 2 of these scores are above 16, the number of points is doubled,
    <OR>
<C2> and if all 3 scores are above 16, the number of points is quadrupled.
<D> The base score (<A => 01-00 (100)) plus bonuses (<B + maybe C1 or C2> = 1-72), if any, are added together.

The total <D> is the psionic strength of the individual;
it is the strength for attack and for defense.

Psionic ability is double psionic strength, i.e. 10 to 344.
One-half of psionic ability is attack strength,
one-half is defense strength.

<F = D/2 = Psionic defense strength>

<psionic power points, psionic attack points, and psionic defense points (D, E, F, respectively) might be less confusing translations for the same thing>

Strengths can be used up in attack and defense during psionic combat and in employment of psionic powers.
These expenditures are detailed later, as is how they can be regained.
Once psionic ability is determined it can never change except due to brain injury (which will destroy it),
or the acquisition of magical devices (which artificially alter it).
Use of strength points, or regaining them, does not alter psionic ability.

Q: Can psionic creatures or persons sense the presence of other psionic beings?
If so, at what range does this ability function?

A: According to the DMG (p. 182), it is apparent that the use of
any psionic talent or attack/defense mode will attract the notice
of other psionic beings in the vicinity. The attracted creatures
will not instinctively sense the nature of the power(s) being
employed, or exactly how powerful (psionically) the 'source' of
the power is, but they will be aware of the general direction from
which the psionic emanations came and will be able, for short
periods of time, to track accurately back in the direction of the
other psionic character or creature. This 'tracking back' can be
done for as long as a turn (10 minutes) if a true psionic talent
was used, or for a round (1 minute) if the energy came from a
magical effect that resembles a psionic power.
    The range of this ability, which is innate and common to all
psionic characters and creatures, is 1" (30 feet) per level or hit die
of the detecting creature; certain monsters (su monsters and gray
ooze, for example) are able to detect psionics-users at distances
greater than normal, but these are exceptions.
    Note that a psionic character or creature not expending
psionic strength points cannot be detected at that time. Also, a
being using mind bar or the discipline of invisibility cannot be
detected while employing those skills.
    To a limited extent, psionic characters and creatures (particularly
those with a high psionic ability score and those with the
sensitivity to psychic impressions discipline) can judge how
great an amount of psionic strength points were being used by
the detected being at the moment of detection, but this assessment
will be very rough, and is not necessarily a good clue to
how psionically powerful the detected being is.

It isn't official, but his answers are well thought out.
The most playable solution would be : D only use for powers, E only use for attack, F only use for defense. However, this increases the power of psionic characters.>
